ABSTRACT
With websites and services the concept of establishment, however, is not so straightforward. Popular websites are hosted simultaneously on many socalled duplicating ‘mirror services’. They increase resilience, but they may be situated anywhere on the planet. Consequently they may be many thousands of miles from the headquarters of those who control them.1
