ABSTRACT

We have good reasons to think that internal and external confl ict are not conducive to Southern economic growth (see for instance Table 2.10). But, what brings about confl ict in the South? There are to be sure a number of local factors that come into play. Ethnic antagonisms, regional grievances, government repression, and resource scarcities deserve scrutiny and certainly have been examined by others. The bias throughout this book, however, is to emphasize the effects of external factors and processes on local processes. We pursue this bias not because we believe only external factors and processes matter. They do not. But, external factors and processes matter a great deal, and they have been given less attention than they deserve.
