ABSTRACT

The purpose of this chapter is to assess the extent and nature of leadership preparation and development in small island states. The literature on this topic is very limited. Louisy (1999, p. xi) notes that interest in such states did not attract much attention until the 1960s and that literature on educational issues began to emerge much later. Crossley and Holmes (1999, p. 3) give credit to the Commonwealth Secretariat for placing the problems of small island states on the agenda.
