ABSTRACT

This chapter addresses how to develop tests so that test fraud is minimized. Two types of test fraud are of concern. The first is fraud associated with cheating. The second is fraud associated with test piracy, or stealing test items.1 Clearly, the second type of fraud leads to the first. People steal test items so they can provide them to future test takers who will use the items to gain a higher, but inappropriate, test score. In this chapter, we discuss multiple forms that test fraud may take and how items and tests may be developed to help reduce fraud.
