ABSTRACT

Evaluating the technical quality of tests and testing programs has been a consideration within the professional testing community for many years. Professional organizations have promulgated standards and guidelines that describe the characteristics of expectations for validity in tests and testing programs. Monitoring the quality of these instruments and programs, though, has generally relied on self-regulating efforts to ensure that the aspects of the program reflect those professionally adopted standards. Certifying one’s own work as representing high quality without independent verification has prompted individuals and organizations to ask for greater assurance of the validity of these tests and testing programs.
