ABSTRACT
Effective test development requires a systematic, well-organized approach to ensure sufficient validity evidence to support the proposed inferences from the test scores. A myriad of details and issues, both large and small, comprise the enterprise usually associated with the terms test development and test construction. All of these details must be well executed to produce a test that estimates examinee achievement or ability fairly and consistently in the content domain purported to be measured by the test and to provide documented evidence in support of the proposed test score inferences.
