ABSTRACT

This chapter describes, first, how citizenship came into the secondary school curriculum and, second, how it continues to have a central role in the revised secondary National Curriculum for England. The development of the citizenship curriculum is in part linked with the development of personal, social, health education (PSHE). Questions about the nature and purpose of both these areas in the school curriculum arose. How they were resolved has shaped the content and support for the citizenship curriculum in recent years and today.
