ABSTRACT

Recently, and with the positive effect the Treaty of the European Union had on the regional question, the Committee of Regions has occupied researchers with the relevance of the European Union and the importance derived from its policies. However, in the other Europe, in the Great Europe which is represented by the Council of Europe, there have also been important advances and interesting innovations regarding the regional phenomenon. This article focuses on a different aspect of growing international relevance, which has different profiles and objectives but which has equal importance, or potential, than other developments of the regional phenomenon in the European continent.
