ABSTRACT
Chapter 3 showed that although AFDC is one of the oldest and largest federal welfare programs, declining real benefit levels in most states suggest that it enjoys little popular support. There seems to be a widespread consensus that AFDC does not work as it should. Yet this chapter will show that we know very little about the effects of AFDC on the children who are its intended beneficiaries.
