A growing awareness of the scale and the consequences of child abuse filtered into the criminal justice system during the 1980s, accompanied by a recognition on the part of criminal justice agencies charged with the ‘management’ and ‘supervision’ of serious offenders that public confidence largely rested upon a perceived ability to prevent re-offending.
