ABSTRACT
This chapter examines the 1980s, a period during which some novel features appeared to start to emerge in the terrain being examined in this book. The two quotations above suggest something of the flavour of this apparent shift: by the end of the 1980s, the key to improvements in this field was more likely to be sought in altering administrative and management arrangements rather than in addressing clinical or treatment issues.
