ABSTRACT
Initial decisions on asylum claims are made by the Immigration and Nationality Directorate of the Home Office (IND). Its procedures change frequently and my knowledge of them is largely second-hand, so this section merely summarises procedures set out in the Asylum Policy Instructions (IND 2002a), adding evidence – where I have it – of how things worked out in practice during 2000-2002.
