ABSTRACT
IN THE YEARS since the accession to office of Prime Minister Sato in 1964 the Asian scene and Japan's position have been transformed. This transformation has presented Japan with the need for new diplomatic emphases and adjustments which may be of significance to powers on all sides of the Pacific Ocean.
