ABSTRACT
When Mandela was released, there was a general expectation that political violence would be significantly reduced. When he said that the armed struggle would not cease – the ‘armed struggle’ and the violence in the townships were supposed to be quite separate – this seemed to be the signal for the various warring factions to increase the fighting.
