ABSTRACT
In the period 1980 to 1985, the government increasingly sought cooperation between white and other race groups, while black political groups, with increasing emphasis on alliances, sought creative solutions to end apartheid. The emphasis of externally directed policy was on aggravating the climate of unrest through, for example, sabotage or support for student protest and boycotts.
