139. The preceding paragraphs set out the facts. Before proceeding on this basis with analysis of the legal issues involved and the examination of the essential elements of the respective positions of the parties on the issue, it would be useful, and indeed necessary to address briefly the legal nature of the demilitarized status conferred upon the islands.
