ABSTRACT
Under s 57(2) of the 1954 Act, before a certificate can be issued the tenant must be given a notice stating:
(a) that the question of the giving of the certificate is under consideration by the minister specified in the notice; and
(b) that if within 21 days of the giving of the notice the tenant makes representations to that minister, the representations will be considered before the question is determined.
