ABSTRACT
The Woolf Report on Access to Justice, published in 1996, was made in response to the criticisms of court action. Lord Woolf described costs as being ‘lawyer driven’ and criticised the length of time it took to decide a case. He said that court action should be avoided whenever possible, with more emphasis put on methods of alternative dispute resolution, such as mediation.
