ABSTRACT

This book would not be complete without coverage of another stratum of law enforcement and crime prevention that has been created very recently. Part 4, Chapter 1 of the Police Reform Act 2002, together with Scheds 4 and 5, contains a range of provisions which will enable the performance of specific policing duties by certain civilians. The complete text of Pt 4, Chapter 1 and Scheds 4 and 5 of the Police Reform Act 2002 are reproduced in Appendix 4. The designated civilians referred to may also be given special powers in the performance of these tasks, although far greater than those discussed in Part I of this book. This new development has been included here because it also falls under the heading of quasi-policing. In fact, these latest measures, among other things, may constitute the biggest single move towards bringing the private security industry directly into public policing. Whether this will prove to be an effective and harmonious relationship remains to be seen. In the meantime, there could be a substantial period of compromise and adjustment before this stage is reached.
