ABSTRACT

Although traffic wardens have certain limited powers to stop vehicles, they do not possess the general power to stop vehicles under s 163 of the Road Traffic Act 1988, as held by the police. Section 44 of the Police Reform Act 2002 amends the Road Traffic Regulation Act 1984, thus conferring on traffic wardens this general power to stop vehicles. This will enable them, inter alia, to carry out vehicle escort duties, because they already have the power to direct traffic. The changes effected by s 44 will also enable traffic wardens to stop vehicles in order for them to be tested.
