The Landlord and Tenant Act 1987, Part I (as amended)—tenants’ rights of first refusal 2-03 The Landlord and Tenant Act 1987 was originally enacted in a hurry before the 1987 General Election following the “Report of the Committee of Inquiry on the Management of Privately Owned Blocks of Flats”, chaired by E.G. Nugee QC, in October 1985. It was a logical extension to the Government’s policy since the Second World War to protect and benefit residential tenants as against landlords, which had included legislation providing security of tenure and restrictions on rent increases. This Act was intended to give residential tenants a right of first refusal in cases where their landlord proposed to sell the block of flats in which they lived.
