ABSTRACT
Traditionally, police officers have a unique status, as ‘public officers’ responsible to the law. Control over policing is not vested in any one body, but instead ‘control functions’ are split between the Chief Constable, a police authority partly composed of independent members, and the Home Secretary, along with councillors and magistrates.
