ABSTRACT
It has often been said that the UK is more obsessed with keeping government information secret than any other Western democracy.1 It is clearly advantageous for the party in power to be able to control the flow of information in order to prevent public scrutiny of certain official decisions and in order to be able to release information selectively at convenient moments.
