ABSTRACT
Mr Owe Skoogström ran a hotel-restaurant business and was detained in police custody on suspicion of having committed various offences in connection with the management of the business, of which he was later convicted. He claimed under A 5(3) that he had neither been brought before a judge or other officer authorised by law to exercise judicial power, nor brought to trial within a reasonable time. Comm found unanimously V 5 (3).
