ABSTRACT

In order to evaluate the efficacy of the Protection from Harassment Act in dealing with stalking cases, the measure of effectiveness to be adopted must be clearly identified. Two measures of efficacy will be adopted for the purposes of this work: first, has the statute provided adequate protection for stalking victims, and secondly, has it been successful at preventing further harassment. These factors will be assessed in relation to the following factors: • victim awareness of the protection available; • attitudes and actions of the police; • the approach of the courts to enforcement; and, • the after-care available for victims.
