ABSTRACT
A state may come to an end by absorption, merger or annexation.52 The disappearance of a state has to be contrasted with the disappearance of a government; a government may come to an end for a variety of reasons including civil war but this will not lead to the extinction of the state. Thus, even if the authority of the government is undermined during a civil war the state is deemed to continue.
