ABSTRACT

As has been noted elsewhere the principle of self-determination was introduced185 into international society by Woodrow Wilson at Versailles in 1919.186 In the most general terms, it refers to the right of persons living in a particular territory to determine the political and legal status of that territory. As has often been noted the principle is fraught with dangers187 and is potentially at conflict with the other principle of international law, namely respect for the territorial integrity of states. If such a principle constitutes a human right then it is a human right exercised collectively.
