(h) Where there is secession from one state to form a new state or states

The circumstances in which there can be separation are considerable. Historical examples would be the secession of Belgium in 1830 and the secession of Cuba from Spain in 1898 or the secession of Finland after 1919. However, it may be that a previously established entity has split into its component parts as with the 1961 dissolution of the United Arab Republic.21
