ABSTRACT
Any MP can introduce a Bill after having given due notice, but such Bills are lower in parliamentary priority than Ballot Bills. They stand no chance of becoming law unless they are completely uncontroversial. Bills put forward in this way are usually promoted to publicise a cause.
