The future for waste has been set out by the Government in A Way with Waste – A Draft Waste Strategy for England and Wales, which was published in July 1999.82 The Government set out seven commitments: (a) substantial increase in recycling and energy recovery; (b) engagement of the public in re-use and recycling of household waste; (c) a long term framework with challenging targets, underpinned by realistic

programmes; (d) a strong emphasis on waste minimisation; (e) using the waste hierarchy as a guide, not a prescriptive set of rules; (f) creative use of economic incentives such as the landfill tax; (g) increased public involvement in decision making.
