ABSTRACT

The House of Commons Select Committee on the DETR recently published a damning indictment of the above strategy, describing it as ‘unimaginative and uninspiring’ (see Select Committee on the DETR, Session 2000-01, 5th report, 2001). In its report the Committee claims that the strategy confirms that waste continues to be a low priority for the government. The strategy is seen to be ‘woefully inadequate’ to bring about the necessary changes in the way we think about and deal with waste. ‘Quite simply the strategy is an awkward and underfunded compromise.’ In particular, the report is severely critical about the move towards incineration. It also criticised the low level of landfill tax (currently £12.00 per tonne) which it recommends, should be increased to £25.00 per tonne by 2006. There is extreme criticism of ‘convoluted and ineffective tax credit scheme’ which should be radically reviewed.
