ABSTRACT

The Directive on Air Pollution from Industrial Plants 84/36023 (see p 151, below) was the main Community response to the problem of acid rain. Its purpose was the control of air pollution by requiring Member States to adopt a system of authorisations for industrial plants involved in the categories of activity listed in the first Annex, viz the energy industry, metal production and processing, the manufacture of non-metallic mineral products (cement, asbestos), the chemical industry, waste disposal and paper pulp manufacture (Art 3). There is a second annex containing a list of eight categories of polluting substances.
