ABSTRACT

In April 1998 the Commission adopted a Communication (COM (98) 246), Energy Efficiency in the European Community – Towards a Strategy for the Rational Use of Energy, which noted that the SAVE programme had failed to meet its target of reducing energy intensity by 20% by 1995. In a bid to encourage the uptake of more energy efficient products it has suggested a review of the SAVE Directive 93/76/EEC, measures to deal with insulation levels in existing as well as new buildings and better monitoring and review arrangements for the programme as a whole ([1998] 4 Env Liability CS 37).
