ABSTRACT
The preparation of plans by local planning authorities is designed to provide the framework for development within their areas over the timescale of the plan period. This is achieved by allocating land for particular uses, and statements of policies to be applied to ensure that development is in accordance with the plan’s objectives. The successful implementation of the plan is totally dependent upon the ability to control ‘development’. This is a fundamental basis of planning.
