The first test must be: is planning permission required for the proposed development? When the officer responsible is satisfied that this is the case, the following steps should be undertaken: 1 The local planning authority must, in considering a planning application,
have complied with the directions given by the Secretary of State. 2 Consideration must also be given to any views from other government
departments or other bodies (including members of the general public) whom the local planning authority is required to consult, and from any other interested parties.
