ABSTRACT
In the British system, as it will be seen, the answer has been regulatory legislation with criminal sanctions. Before considering what has actually been done in Britain, it is worthwhile considering alternative techniques that might be, and, indeed, are, to some extent, used, either within, or as an alternative to, the conventional British regulatory system.
