ABSTRACT

The HSC reported, in its Review, that there remained 367 sets of Regulations still in force and recommended that 100 of these should be removed because they had outlived their purpose. Of these 18 sets no longer addressed significant risks and a further 20 were duplicated by more modern provisions. They were particularly concerned that the regulatory system included some 340 different requirements or recommendations for form-filling, recordkeeping and other paperwork: they suggested that, quite apart from anything else, much of this paperwork was not appropriate for an age when records might more effectively be computerised.
