ABSTRACT
Liberty welcomes the fact that the Act will ensure that the common law is subject to the ECHR and that secondary legislation will be subject to the rights set out in the ECHR. However, the proposals that delegated legislation can be protected from such challenge may create problems if used extensively or inappropriately by government.
