ABSTRACT
All actions have consequences. But – certainly in systems as complex as the public services – it is often impossible to predict the consequences of our actions. Nevertheless we are often forced to act, even when the outcome is unknowable. The search for measures of outcome reflects a desire to offer some guidance, however imperfect, to those who are forced to act in the modern public sector.
