A later law repeals an earlier law that is inconsistent with the later law

In the cases where there is inconsistency between provisions within the same Act, the courts modify the grammatical or ordinary meaning of the words in order to achieve a meaning in consonance with the scheme of the Act. This they do by relying on the principle of construction either that the general words control the meaning of the special words or the special words control the meaning of the general words.1 The same principles will be used where there is a conflict between different Acts.
