ABSTRACT
The potential of the 1989 Children Act to enable day care provision of quality has been lost. The Department has acted as a dentist extracting the teeth of the registration officer leaving them powerless to insist upon standards. The under-regulation that denoted the ineffectiveness of the old 1948 Act has now re-emerged.
