ABSTRACT

SICA is an international organization established by the member states to carry out and co-ordinate the decisions of the Presidential Summits and the decisions of the Council of Foreign Ministers of the Central American states to further the political and economic integration of the region. It was established by the Protocol of Tegucigalpa, signed on 13 December 1991, by Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica and Panama. The Protocol, which established the system’s juridical standing and institutional structure, came into force on 1 February 1993. The Dominican Republic has observer status.
