ABSTRACT
In Chapter 9, we considered the recent evolution of the food regulatory system. As we saw, EHOs and TSOs are now largely engaged in proactive regulatory activity, based upon the routine site inspections of premises selling food within their local food authorities. This is organised and enacted upon according to a system of hazard analysis that is compiled within the local food authority but guided by nationwide principles laid down (in the case of EHOs) by the Ministry of Agriculture, Fisheries and Food. Here we explore the basis and nature of the persistence of local-level variation in food regulation.
