Punishment in the Nineteenth Century

Sir George Onesiphorus Paul was one of a group of magistrates who set about reforming prisons at the local level at the end of the eighteenth and beginning of the nineteenth century. He oversaw the building of a new county gaol and four houses of correction. In the passage below, he outlines his philosophy to a parliamentary committee on solitary confinement and the use of labour within the prison.
