ABSTRACT

South Africa’s national and provincial legislatures are elected on the basis of PR, using the party list and proportional allocation seats system. This is based on the idea that the number of seats that a party occupies in the national and provincial parliaments should be in proportion to the number of votes it received in the elections. A party which wins 10 per cent of the votes in the national election should therefore occupy 10 per cent of the seats in parliament. The number of seats it occupies in each of the provincial legislatures depends on the proportion of votes it received in each of the provincial elections.
