Being able to consider all of the issues explored in this part, all at the same time, is not easy. Indeed, even the so-called experts get it wrong. Remember the pre-election polls for the United Kingdom (UK) general election of 1992, it turned out that a lot of people who would not take part in the poll declined to do so because at the time they did not wish to reveal that they planned to vote Conservative. This meant that the study population did not adequately represent the potential Conservative vote. The time spent planning and thinking should easily be saved in not having to sort out the results from a badly run survey. The time that one takes for this activity depends on the size of his survey. When he feels ready: undertake his pilot survey; modify his survey plan in light of the outcome of his pilot survey; and undertake the full survey.
