The list is compiled by the Secretary of State for National Heritage (or respective Secretaries of State for Scotland or Wales) on the recommendation of:
• His own Inspectors, who will undertake a survey of buildings. They may act upon the recommendations of local authorities or members of the public (a procedure referred to as “spot listing”).2
