ABSTRACT
In this book I have suggested that there is a specific range of tasks which comprise the management of open systems. These tasks are over and above those of managing any system. Open systems therefore need managers of a high calibre, although not all managers need to be able to cover all aspects of open learning. In all but the smallest systems, there will be enough managers to allow for some specialization.
