ABSTRACT
So far, in describing the process of development we have focused attention on the needs of the typical, middle-of-the-road student, and the type of materials produced by this process might be described as core materials. However, as we shall see shortly, one thing that a behaviourist approach to teaching and testing highlights is the fact that students have very different abilities and it is important to take these into account in developing instructional materials.
