ABSTRACT

The development process described here is one that moves forward in sequential stages from the development of broad outlines to increasingly detailed teaching materials, with the products at each stage providing guidance for development at the next stage. In recommending a sequential approach it is recognized that any change in basic aims, strategies or philosophies late in the development process is likely to result in the newly developed materials having to be substantially modified or even replaced, with all that this implies in terms of additional time and effort. Clearly it makes sense to clarify the principles on which teaching materials are to build as early on in the process as possible. Having said this, it is the case that as development proceeds ideas tend to be clarified, and some of the perceptions developed during the earlier stages of the process may need to be modified. To this extent the process is also iterative.
